Precollegiate (K-12) outreach by community colleges or private colleges and universities does not require a license. Please contact the regional site serving the geographic area the college is located within for any questions. Materials and scoring services are provided at no charge by the regional site for precollegiate outreach.

Licenses for use of MDTP materials in California

MDTP has licenses for community colleges and private universities and colleges, and special three-year licenses for community colleges.

Licenses grant the right for the college/university to administer MDTP tests to their students.  The tests are normally administered by Mathematics Departments, Testing and Assessment Officers, Matriculation, and sometimes other student service officers as part of the matriculation process to place students in mathematics courses.  The fee is $400 per year if the fall unduplicated head count is less than 5,000 students.  The fee is $800 per year if the fall unduplicated head count is 5,000 or more students. Licenses are for the term 1Jul-30Jun.

In addition, MDTP has a special 3-year license for limited use by Community College Learning Disability Specialists.

MDTP makes every effort to make these tests affordable to colleges and universities. Our fee is not based on the number of tests used or the number of students tested. MDTP may waive the first years license fee for first time users to allow them time to collect data to validate cut scores and placement criteria when the college is not using the MDTP test scores to place students in mathematics classes.

License Renewal
Article 6.2 of the license reads:
This Agreement may be renewed on a year-to-year basis upon the mutual consent of both parties and the presentation of LICENSEE's purchase order to MDTP. MDTP will provide LICENSEE with an updated annual fee structure/price list on an annual basis at least sixty (60) days prior to termination of this Agreement. The annual renewal fee shall be based on both the latest fall student enrollment and the annual fee schedule at time of renewal.

If your college cannot process the renewal P.O. or payment prior to 30Jun, please contact our Business Office for interim approval to continue using MDTP tests after 30Jun.

Test Approval Status The California Community College Chancellor's Office has granted full approval status to the MDTP test forms submitted. This link is to a table for the approval status of each test form, and the includes links to PDF documents for the user manual and studies submitted to the Chancellor's Office.

Usage Forms
The CCC standard license requires community colleges to report their test usage to MDTP twice a year.  We collect data for the periods 1Jul-30Dec and 1Jan-30Jun.  We only request the total number of each test form administered to students.

Computerized Testing
CAPP Associates has developed software known as the CAPP Test Administrator (CTA) for the purpose of delivering computerized tests forms.  Their software is capable of delivering the most commonly MDTP test forms used by community colleges. These tests are approved for use by the Chancellor's Office.  Information on their software and pricing is available from The National Assessment Testing Clearinghouse (NATC).

CTA is designed to provide colleges with maximum flexibility in choosing the assessment tests which best meet their needs. Any combination of paper and pencil along with a variety of publisher produced computerized tests can be fully integrated using CTA. CTA runs on Window's computers. Phone and online support available.

The MDTP annual license is valid for both paper and pencil forms and for computerized forms.  In addition to the license fee, CAPP Associates charges a per student per test fee for the computerized forms and requires a yearly minimum charge of $400 worth of testing.  They do not charge for the CTA software nor is there any initial cost.
